B) (+ 1 People - 1 Priests - 1000 Money) People feel safe, but the church sees it as tyranny and maintaining the new security system is very costly.
C) (+ 1000 Money - 2 People - 2 Priests) The economy stays stable, but both people and the church realize how shady you are and start rumours about you killing your own tax collector.

if you guys go to war with someone with 0 people or evangelize someone with 0 priests, you might be able to prevent them from stealing your stuff if they perform an action on you, but if your attack is successful you don't steal anyone cause they have 0, that's what happened to Chomi and soozie that turn she said nothing happened
