Are they considered second or third generation? Or something in between? If we look at their style in 2012-13, they looked more second generation. Even the music was second gen-ish.

I think generation is pretty loose and arbitrary term. Do you mean what Koreans consider as generation or as international fans view as? If it's like the way Japanese view anime and international otakus view on anime, they classify things differently, so I imagine Koreans and non-Koreans classify things differently as well.
I guess the closest to a consensus for international fans is a middle term as 2.5, the tail end of the second generation, or beginning of 3rd gen. I think second and third gen are a very ill-defined IMO. Unless people accept clear defined borders and characteristics for each gen (sorta at least close how ages are defined in comics), it's all subjective and based on opinions.

The 2012-2013 debuts had 2nd gen style but EXO started in 2013 the 3rd gen with Growl, meanwhile in 2016 BTS and Twice expanded the wave.
