This sounds good in theory, but I'm afraid it's just putting a bandaid on a bleeding wound; it won't do anything to stop hateful comments and rotten attitudes. That needs to be looked at seriously and implement ACTUAL punishements for those who leave seriously harmful and threatening messages; it would be best to drop the anonimity instead.
