Well there are two main reasons:Why?
1) I don't see a need for more sales focus in the Japanese section.
2) There is already the Oricon thread, and Oricon has a better system than Billboard.
With that said there could obviously be a billboard thread, I just don't think it contributes much positively.
Personally I'd check it out if you made one!

More of an issue of who wants to be the one to keep it updated.
Also, Hot 100 is a bigger deal in the west, but I think japan only pays attention to the top 10 from the list.

If I wanna make the chart thread, then who's gonna consistently update it? Sometimes I'm gonna be busy for an unknown period of time.

I'm talking about Japan Hot 100, not original Hot 100 in the U.S., also how is it "bigger deal in the West" when the majority of the Japan Hot 100 is Japanese songs that nobody in the West has heard of?
