Another hard choice
For Jutsu from Naruto : no need for a wand, but you are limited into one element + the usual ninja tricks and jutsu. Don't forget Naruto and other powerful characters are exceptional, not the average ninja. Jutsu is more spectacular and more useful in combat, in self defense
Magic from Harry Potter : if I remember the magic rule is less restricted so it gives you more "freedom" but you need a wand and maybe it will be more useful in daily life even if you can fight and defend yourself
