nope, a wildcard round is implemented after voting is finished if there is new material to be voted on. we can only hold a wildcard round if majority of the users would like to have one so we'll have to see how the other members feel about this though

and no, selfies from instagram or twitter aren't allowed to be suggested. however, photos that are taken by someone else are allowed. for example:
