i've always understood that idols got stopped from giving out autographs by managers because its a product in its own way. the only way people generally get autographs from their idols are through fansigns, and fans have to pay to get into fansigns. by letting idols give out a free autograph, they're giving away a product for free which of course companies don't want happening.
