I am wondering how I can look at other users decks of cards?

Some users have their decks linked in their posts in this thread. https://hallyuplus.net/threads/cards-up-for-trade-or-sale-updated.52614/
You can also go to their profile, give it a second to load their about, and then click their "+Deck" tab.
Finally, you may also check by using this link and replacing whose deck you want to look at with their profile number. For example, this is mine. https://hallyuplus.net/cards/inventory?user=1109 But if you go to someone's profile, the number after their username in the URL is their number. Yours is 4617, for example. So you could put that number in the link instead of mine to look at yours.

Just deposit the money or orbs you have in there it'll earn (a very tiny amount of) interest. Nothing more complicated than that
