The original pepe was from an illustrator, he does "ugly cute" stuff, quirky cartoonish stuff. Then it became a meme, "sad pepe" a few years ago. Then it got appropriated by the alt right 4ch*n trolls, became a fascist meme, and the author was heartbroken. He ended up suing an alt right tv personality for using his pepe though, and won

someone prob just made some emotes put it on the web as a joke but then people actually liked em and then went viral- o wait theres a much better reply up there ^ LMAO

I think he was a character from a comic series called Boy's Club. And someone used some of the comic strips as a reaction picture and it kinda got popular:
