Yep, you can buy the lower packs to build up your # of purchases and in your 5th purchase you can buy the 1-5 pack to get a 5 star guaranteed pull of choice or 1-4 pack to get 4 star guaranteed pull of choice if you wish. Do note that the higher level packs are only available during special events like this.

You can buy 2 packs/month. Lmk if any other questions!
