I know nothing about unis, but I know this particular member was trending on twitter and tiktok with some posing meme type thing. Based on the timing of that and the voting of this I could see a lot of younger kpop fans voting for her because of that. Especially since I think Knets were mocking her for being overly confident with her visuals or something? I can see western fans mass voting for her to prove them wrong.

Actually Gehlee, Elisia and UNIS have a big Philippines fanbase that vote for them in multiple different polls. I have seen them outpoll much bigger groups in other places as well. I know someone who is a fan and they have shown me.
