You can interpret that however you want, but I think it's a really unique structure in that regard. Also don't forget that the lyrics were written by Chihara Junior, a well-known comedian and TV host (and idol fan), so they were always going to be little unusual.

Yeah! Lyrically the verses stand out and the chorus is understated which also contrasts with the song where the verses are restrained in comparison to the very energetic chorus. It's great and makes the song both fun and somehow very wholesome.
