There was a thread earlier about ex-Buzzfeed Safiya who went to Seoul for a Kpop makeover. In the video, she went to a shop which was said to be a popular spot for stylists to buy clothes for comebacks and get ideas. I think they buy some, but they'll probably have to make some, or have some made - for a group as large as Twice for example, it would be hard to find all the matching outfits to buy off the shelf.
