I thought preliminary voting have a better chance of knowing which badge to choose at the final I thought for the final only 1 badge of each is suppose to be submitted is it not??

Usually preliminary voting is supposed to help narrow down the options, for example:
Wonyoung has over 20 options to vote for which is a lot, so most people would do preliminary voting and let people vote for multiple options that they like. Then you can decide to take like the top 4 or top 5 Wonyoung badges that got the most votes, and use those as the options for the final voting round. Then whatever badge wins the final voting round is the one that you would submit at the end of Award Season.

Hopefully that made sense

Yea, it's like what Tokki said. Since Wonyoung has so many options, for her, it would be best to have about 5 of her badges go into the final voting round. For everyone else, it can be 3.

So, everyone should get to vote for 3 badges each, and then the top ones will move to the final round
