Everything I'm seeing from the Korean military is extremely poor, their training seems ass. That shouldn't be remotely possible, the public shouldn't be within arms reach of any weapons.

I watched plenty of Korea military shows, especially Iron Squad and the true elites are really good.
Anyway I was a Soldier in my country. If my country give me such a command, I won't obey it, and I am sure that most of my mates whom I served with will agree with me.
