Well, you have to weight the interests of cultural exporters and importers and see if this kinda sanction makes sense for them and if it doesn't, if they have some political power to avoid these. At the same time groups that would like this form of sanction has to have some saying in policy making.
I'd think it doesn't make much sense for Abe to attack hallyu unless he goes super anti-Korean sentiment and think it is a cultural attack and pose a security risk. Even Abe being ultra-conservative, I don't think he would go full on anti-hallyu like a lot of anti-Korean groups even if he gets support for them.
However, SK attacking some of the Japanese cultural exports could ignite a further escalation and I could see it going this way pretty easily from SK as I don't like the way they clumsily deal with this trade war. Still a downright ban don't have to be on the table to counter this. Restrictions yes, like harsher visas and maybe more taxation on activities done by Korean companies in Japan that could diminish Hallyu directly or indirectly. Hopefully mediation can be reached instead of escalation.

Yeah it's tough to see any sanctions being placed on Kpop for a few reasons.
1, in the grand scheme Hallyu in Japan right now represents huge financial exploit but for only less than a handful of groups. Let's face it banning this would hurt the groups, but not have much effect on the greater South Korean economy, at least not in any meaningful way. Sof economically I'm not sure it's an industry worth attacking.
2, It would, as pointed out above, look much more like a culturally motivated attack laced with anti Korean sentiment rather than a move actually motivated by the trade war. Again for the small economic hit this would inflict on SK it could likely just cause more fraying to tensions on both sides and end up putting local pressure on Japan government more than anything.
3, It doesn't make much sense. Ideally in this dispute you want to inflict as much pressure as you can, with as much as possible, minimal fallout between the 2 nations on an individual to individual level. Banning Hallyu would most likely just result in Korea banning Japanese entertainment and things would escalate from that point and ultimately it wouldn't really up the pressure, it would just create unrest between the people of both nations further.
For me, I don't see it. It could happen. But economically it's not the strongest way to hurt Korea and it's messy.

Just to be clear, there has been no trade ban, and even talks of SK retaliation has been about increasing tariffs...so far. The whole "war" is just SK being pulled off the list of the preferred trading partner list, of which only a small group of countries are on. Trade of the affected products can still be done, but the trading parties will have more bureaucracy to deal with to get approval. Of course, implicit in the removal is the latent threat that the JP govt may block or delay trades as retaliation to any SK anti-JP activities, but that hasn't happened. Meanwhile, SKoreans are acting as if it's an outright ban, that JP has derived them of their due right to preferred trading partner status, and have decided to further escalate the conflict as well. It takes two hands to clap, but one certainly likes to clap harder.
I don't see the JP govt getting involved in banning Hallyu, but I do see JP's GP being put off by the conflict and perhaps either reducing consumption of Kpop goods (if they are already a fan) or not getting involved (if they are not already). Twice will probably be less affected, but Kpop groups looking to or recently debuting in JP will probably have a tough time from now on. But that can certainly change for the worse if both sides escalates further.

Nice, more exposure to GP, i think Twice is lackin GP support in PH, eventough fandom is strong, maybe if they already got GP support from PH like SK and JP, Twice youtube views will increase more.
