Read the link under the complications section. I think in light of the actions in the airplane that JYPE should be able to obtain a travel ban on him entering Korea (IE deported). It might be more difficult to ban him from taveling outside of Germany in the case Naeyeon goes to a different country but in lew of the severity that can happen in this case it might be doable.

Yes. He definitely has delusional erotomaniac disorder. He is not in a proper mind. Reasoning will not get through him that is why those 'fans' who befriends him or interact to threaten him are all useless. Target victim must be first be protected by all means and then do necessary measures to snap him out from his delusional world.
