TWICELIGHTS World Tour are going to continue their stops in Japan cities. Mina's comeback is still not clear when. If she needs more time to recover then I don't have problem with that. Her health is more important. I also myself don't know how to react to all of these.

Not necessarily, they dont want to make promises that she will be able to attend these concerts since they dont know when she will be feeling well enough to get back on stage, and at this point saying nothing would make people assume that she would be there for sure. Its more of a disclaimer that she COULD be absent for these concerts because of her current state and to not have any expectations rather than a confirmation that she wont be. If she feels like she can get back out on stage before these concerts happen she will obviously join. Its just better say this to keep peoples expectations in check and not put pressure on her to return before she feels comfortable.

I agree that the notice about Mina is mainly about setting expectation. Instead of fans constantly wondering when Mina is coming back, it's better to give a longer expected time frame for her absence rather than over-promising an early return, and having more speculation if she doesn't recover in time.
Extending Twicelights into Japan sorta make sense. It's an arena level concert, so they can play in more locations throughout Japan, which will not only let them meet J-Onces, but also build more awareness outside of the Kansai region. I do expect them to substitute as much of their JP discography into the lineup though. Still, Twicelights is very much Twice 2.0, so I'm curious whether they'll still try to cater for the younger J-Onces.
At least now, the lack of comebacks (compared to previous years) in 2019 makes more sense.
