I read that as "Great NMB song Kitagawa Kenji" rather than "legendary Japanese character Hikaru Genji"
They're also the most well-known, except maybe Yukirin.

I don't think there's a ban against current idols as there are already idols that are running (3 Momoclo members are running for Kanagawa and 1 Negicco member is running for Niigata). So I think Yukirin might also get selected, although there are still some ex-AKBG members who are about as likely to get chosen as her.
